Response to intervention (RTI) is a data-based academic program that can be used school-wide to actively measure and identify students who are struggling in specific academic areas. The goal of RTI is to get students who are behind to achieve at their grade-level. This is done through a three-tired pyramid approach. RTI is not a special education program, but can be used as a tool to determine if special education services are appropriate for specific students. RTI relies heavily on screening and progress monitoring. It is designed to help students get back on track before they fall into the gaps and cannot catch up. Therefore, this 3-tired approach aims to meet the needs of individual students before special education services.
The first level of RTI is where all students begin. Tier 1 is implemented with traditional classroom instruction. This begins with the use of an evidence-based curriculum. However, effective teachers should not teach in the same way for all students. Rather, Tier 1 calls for differentiated instruction, which provides instruction that is designed to meet the specific needs of students in each class. Statistics show that approximately 80% of students can reach grade level expectations in Tier 1. When a student does not achieve at grade-level, the general education teacher must make accommodations and strategize with the student before moving the student to Tier 2. The general education teacher needs to try different methods, implement other multiple intelligences, and instructional strategies with a student who is struggling. If these accommodations are not helping improve the student's achievement level, he will be moved to Tier 2. In Tier 2, students receive more intensive instruction that is based on their levels of performance and rates of progress. In most cases, students are working in small groups during Tier 2. Students are usually pulled out a few times a week for these interventions. If students are able to get back to grade-level while in Tier 2, the students will slowly ease back to only the general education curriculum. However, if a student is still not responding to Tier 2 instruction, he or she will move into Tier 3. Tier 3 is the most intensive instruction before special education services are considered. This tier involves individual support to help identify and solve academic issues. If the student responds to Tier 3, he or she may be reevaluated to move into Tier 1 or 2. However, if the student is still not responsive to instruction, the student may be referred to special education services.
The ultimate goal of RTI is to identify students who are struggling in specific academic areas to help close the
achievement gaps. This 3-tired approach also helps eliminate the incorrect labeling of learning disabilities among many students. RTI has helped many students not get incorrectly labeled as needing special education services and has instead helped them succeed in the general education setting.
